It is against federal regulations in the federal Fisheries Act to deposit brine into a body of water where fish frequent. The public has lost all faith in government as they have allowed Alton Gas to receive their provincial permits while knowingly breaking federal laws by dumping 260 ppt at a rate of 10 000 cubic meters per day, which is a release of a deleterious substance. Alton Gas has also not acquired consent from the Mi’kmaq Nation and their design will knowingly violate the Treaty Rights of Mi’kmaq.
It is both the provincial and federal responsibility to protect the water and fish habitat by law. At this time it appears both federal and provincial governments are knowingly protecting Alton Gas instead of protecting fish habitat and Treaty Rights. This needs to stop now. The laws are in place, it is now your duty as the government to suspend all permits and charge the company. #nspoli

How is this allowed?
Unless you’re rich, or have thousands of backers or friends in the government, they just pass you off as insignificant.
At first I tried to corner the Nova Scotia Department of Environment over the Boat Harbour cleanup costs. See short discussion below. To my comments they responded with “These penalties would be in addition to several tools we already use — such as summary offense tickets, warnings and charges from inspectors and Ministerial Orders from the Minister’s Office. Administrative penalties are a good way for the province to improve its ability to deter and penalize those who harm the environment.” Basically this means diddly-squat — maybe a slap on the wrist or get a finger shaken at them saying “tsk-tsk”
On the fracking wastewater issue I tried to contact our local Conservative MP, Mr Scott Armstrong, as Harper was the prime minister at the time. I wrote to Armstrong.
It can be noted that the Federal and Provincial Jurisdiction to Regulate Environmental Issues includes a number of provisions that spell out the different responsibilities of both federal and provincial governments, but there has been little action to enforce these. The conclusion that one could come to, is that the federal government pretty well keeps their hands off of anything they think the provincial governments can deal with on their own.
In an email back to me, Armstrong said, “Although the federal government develops the laws governing pollution, it is the province that administers the various Environmental Acts.”
If anything, I do know the federal government has a method of determining risk assessment. They would look at the small amount of people this affects, and gauge roughly how much support they would be able to generate, as well as the amount of financial backing they would likely be able call on. Worse case scenario — might be a couple of local police forces could handle it. There would be no need for federal intervention.

By not getting clearance they failed to up hold federal laws. Failing to not check off 2.1(b) is a prosecutable violation of the Nova Scotia Environment Act.

Yes, same here, and since the kakistocracy of tRUMP has destroyed the EPA, more is falling to the individual states. Of course with state budgets already hampered by laws of “no override” there are no funds to police or act against environmental issues other than those already budgeted for…Tragic
